III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach of the Colorado Division <br />of Minerals and Geology. This was also a complete oversight inspection conducted by Henry Austin ofthe <br />Office of Surface Mining. Steve Leach of P & M Coal Company represented the operator during the field <br />portion of the inspection. The ground was dry throughout the site. The Division recently received from P <br />& M an application for Phases I, II, and III partial bond release for the Goat Trail road and the former <br />conveyor corridor. A bond release inspection is tentatively scheduled for October 8, 2003 following <br />publication of P & M's public notice. With the operator's consent, this report was issued from the Denver <br />office. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Routt County Courthouse. The records checklist is attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs were properly displayed at the Oak Creek and west entrances to the permit area. Permit <br />boundary markers were in place at numerous locations inspected around the perimeter of the site. <br />ROADS <br />The following roads were in excellent condition: North Road, Lower Moffat Road, West Ridge Road, <br />Skyline Drive, and access roads to Center Ridge and West Ridge ponds. The Goat Trail road was in <br />good repair throughout its length, and was fully passable. Downdrains from the switchbacks were in <br />good repair. The down powerline noted in past inspections has been removed from the lower part of <br />the Goat Trail road. <br />HYDROLOGIC BALANCE <br />Structures -The three lower ponds in the String of Pearls contained large pools of water (recent <br />spillway damage is described below under Slides and Damage). The uppermost ponds in the String of <br />Pearls were dry and are largely filled with sediment, as designed. Inslopes and embankments of the <br />following ponds were well-vegetated, were not rilled or Bullied, and appeared stable: Moffat pond, the <br />Center Ridge pond, and the two West Ridge ponds (these ponds are approved as permanent.) Inslopes <br />and embanlanents of the four Tipple (Oak Creek) ponds were also well-vegetated, were not rilled or <br />Bullied, and appeared stable. (These four ponds were recently approved for removal in TR-41.) Tipple <br />pond # 1 contained a large pool of muddy water, but did not appear to have discharged. The lower <br />three Tipple ponds were dry. The flumes at CDPS 001 and 007 were in good repair. <br />3 <br />
