:. <br /> <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On February 20, 1997, William J. Carter from the Division of Minerals and Geology performed a <br />partial inspection at the Blue Ribbon Mine along Hubbard Creek. The weather was cloudy and <br />cold with snow falling during most of the inspection. <br />At the time of the inspection the site was covered with over a foot of snow. <br />Roads: <br />Rock slides and a mud slide have blocked the Delta County's road up Hubbard Creek. <br />Vehicles cannot go beyond 0.6 miles up the canyon from old State Highway 133. <br />Beyond the mud slide the road up Hubbard Creek appears to be in good, and stable <br />condition up to the Blue Ribbon Mine site. <br />Hydrologic Balance: <br />The sedimentation pond was dry except for the snow fall that has accumulated in the pond area. <br />Slides and Damaee: <br />There is no indication of slumping or sliding of the reclaimed azeas at this time. <br />Others: <br />The south half of the gate was found to be open. There is no indication of entrance into the site by <br />vehicles at this time, however, it is recommended that as soon as the County road is passable that <br />the owner secure the gate to prevent misuse of the site. <br />
