III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made _ <br />during a nspecbon. omments a so escn a any en orcement actions taken du ng the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This aerial inspection was flown on May 19, 2004. Due to annual leave; the digital images were not <br />reviewed until June 1, 2004. There were no compliance problems observed during the aerial overflight. <br />Facilities <br />There was a moderate amount of coal stockpiled on the facilities bench. Several coal cazs were on site. <br />No problems with fugitive dust were observed. The entrance road to the loadout did not show signs of <br />fugitive coal dust being tracked onto the highway as well. There were no problems observed at the <br />office azea, material storage area, fuel facility and the electrical substation. <br />Roads <br />The paved main haul road appeazed to be in good condition. The graveled road on the east side of the <br />loadout also was in good condition. <br />Hvdroloev <br />The bottom of the east side sediment pond appeared to be wet but there was no standing water. The <br />To soil <br />The vegetative cover on the north side of the west topsoil stockpile was very good.
