III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of May, 1997 <br />Availability of Records: The records were not available for inspection as the office was locked up <br />and no one was available to gain access to the building. Records will be inspected during the June <br />inspection. <br />Hydrologic Balance: All ditches and ponds were inspected and found to be in compliance, both <br />ponds were stable and vegetated. Pond one was dry and stable. Pond 2 had some water in it but <br />was not discharging. All culverts were clear and capable of functioning as designed. Two sections of <br />the lower section of the East Collection Channel below each set of triple culvertshave been reworked <br />and large riprap installed. Additional gravel (0.5 to 4") should be added to the large rok riprap to <br />complete the maintenance on these ditches. <br />Excess Spoil and Develoament Waste : Spoil material is no longer being deposited on the fill area <br />and the site is ready for pond construction to commence. It was discussed that in order to facilitate the <br />golf course construction that the excess spoil pile be eliminated by using that material to construct the <br />permanent Carbon Junction diversion and pond, thereby eliminating the necessity of having a <br />permanent spoil pile. This scenario could be used if mining operations cease to be viable at this <br />particular location. <br />Engineering work on the redesign of the 100 year diversion has been approved by the Division, <br />therefore work on the pond may proceed imediatley, unless the mine wishes to commence <br />reclamation of the waste pile. <br />Construction of the golf course adjacent to the permit area has resumed and a revision to revise the <br />permit boundary to exclude all portions of the golf course form the mine permit has been received by <br />the Division. <br />
