Iii. CO~iNis/ -~?'S - COMPLIANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash ofthe Colorado DMG. Jim iGger represented the <br />operator during the field inspection and records check, The loadout area was dry. <br />Facilities <br />There were no problems at the shop and otlice area, electric substation, material storage area, facilities bench <br />acrd the railcaz loading area. There were uo leaks at the fuel facility. The new weigh station is working properly. <br />Concrete and steel from the replaced weigh station were piled in the facilities bench area for removal. <br />Railcars were being loaded during the inspection. Several loaded railcars were sitting on the operator's track. An <br />empty unit train was on the adjacent spur line of Bowie Resources. Only a small coal stockpile was on the <br />facilities bench. -There were no indications of offsite fugitive dust. <br />Hydrolosy <br />The west side dugout pond was dry. The inslopes of This recently worked on pond were baze. The tiprapped <br />spillway outslope was intact. The east pond had only a little water in it The primary discharge gate was closed. <br />The pond embankment and pond inslopes had good vegetative cover. <br />T`he sediment control ditches and culverts around the loadout were functioning properly. The operator has <br />installed a concrete barrier along part of the facilities bench ditch where the haul road enters the facilities area. <br />Silt fence and straw bales were in place along the railroad track small azea exemption. Irrigation water was <br />flowing in the west side private ditch and through the railroad track cnlvert. No problems were observed. <br />Topsoil Stockpiles <br />There was moderate to good vegetative cover on the east side topsoil stockpile. The operator is planning on <br />doing spot seeding on this topsoil stockpile later this yeaz. The topsoil sign was up. The collection and diversion <br />ditches were tunctional, although one small section of the co(Iecdon ditch could use a little deepening. The west <br />side topsoil stockpile had a good vegetative cover. The collection/diversion berm was in place. Topsoil signs <br />were present. <br />Roads <br />The paved entrance road and guazd rail, east side entrance road and railroad track road were in good condition. <br />Siuns and Mazkers <br />Mine ID signs were up at the main entrance, east entrance and along the east road neaz the tracks. The <br />information on the signs was correct. <br />Records <br />The records were in compliance, as documented on the following records checklist <br />caword/terror/insp0406 <br />!~ <br />
