III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach of the Colorado Division <br />of Minerals and Geology. No one else was present. The weather was warm and the ground was dry. The <br />entrance gate on North Road was unlocked. Workers were seen at the wireless telephone antenna site. <br />A herd of domestic sheep was grazing at the Moffat pond, and another herd was at the largest pond in <br />the West Ridge series. A pickup truck camper topper was set up on North Road, and another topper was <br />on West Ridge Road. <br />RECORDS <br />All required records were on file at the Routt County Courthouse. The records checklist is <br />attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs are properly displayed at each entrance. The permit boundary is marked by a <br />fence. <br />ROADS <br />The following roads were in excellent condition: North Road, Lower Moffat Road, West Ridge <br />Road, Skyline Drive, and access roads to Center Ridge and West Ridge ponds. The "Goat Trail" <br />appeared in good condition as viewed from the Upper Facilities Area. <br />HYDROLOGIC BALANCE <br />Inslopes and embankments of the following three ponds were well-vegetated, were not rilled or <br />Bullied, and appeared stable: Moffat pond, the lowermost Center Ridge pond, and the two <br />lowermost West Ridge ponds. (These three ponds are approved as permanent.)
