..: <br /> <br />MINE ID # OR PROSPECTING ID # M-80-085 <br />INSPECTION DATE 12/01/99 <br />(Page 2) <br /> <br />INSPECTOR'S INITIALS ESC <br />This was a pre-operation inspection of the Vagneur Site conducted by Erica Crosby of the <br />Colorado Division of Minerals and Geology. Tom Logue and John Elam of Elam Construction, Inc. <br />were present during the inspection. Weather conditions on site were clear and cool. Ground <br />conditions were dry, <br />Elam Construction filed a complete 112-Construction Materials Amendment Application with the <br />Division on October 21, 1999. The amendment was submitted in order to clarify and update the <br />mining and reclamation plan of the Vagneur Site. No new disturbed acreage will be added. The <br />Division's decision due date is set for January 19, 2000. <br />The mine site is located 11-miles southeast of Aspen in Pitkin County, Colorado. Woody Creek <br />is directly north east of the permit area. Structures within 200 feet of the affected area <br />include three powerlines west of the permit area, a powerline east of the permit area <br />(services Elam Construction), a County Road, D&RGW Railroad right of way, a well owned by <br />Elam Construction and facilities associated with the Auto Sports Club. Additional questions <br />regarding these structures will be identified in the Division's adequacy letter. <br />The Vagneur site is an active mine, and several gravel stockpiles are located inside the pit <br />area. The deepest end of the pit is towards the north, at an estimated depth of 60 feet. <br />Water has accumulated in the low end of the pit. The water level, however, is much lower <br />than noted this past summer. According to the operator, irrigation water is diverted into <br />the pit during the summer months. Apparently, the irrigation ditch is 2/3 full when it <br />drains into the pit. The operator should revise the mining and reclamation plan to include <br />this inflow of water and describe how the diverted irrigation water into the pit will conform <br />with the postmining land use of rangeland. <br />The operator plans on drilling a few test holes to determine the remaining gravel depth as <br />well as determine the depth to the groundwater table. In addition, the operator has stated <br />that overburden and topsoil piles will be surveyed to determine the amount of material that <br />exists on site vs. the amount to be imported.
