III. COMMENTS -COMPLIANCE - - - <br />- - -Below are comments on the inspection. The comments include discussion of observations made _ <br />- - -during the inspection: Comments also describe any enforcement actions taken during the inspection: ,:. <br />and the facts or evidence supporting the enforcement action: ..- ~_°.-_- _ .: <br />This was a partial inspection of the Seneca II-W Mine conducted on June 25, 2002 by Mike <br />Boulay of the DMG. Dennis Jones of Seneca Coal Company were present during the entire <br />inspection. The weather was partly cloudy and hot. Ground conditions were dry throughout the <br />mine site. <br />Hydroloeic Balance <br />Site Sedimentation Ponds 005, 006, 015, and 016 were inspected and appeazed to be functioning <br />properly. Ponds 006 and 016 were full and discharging clear water. Ponds 005 and 015 were <br />retaining water but were not dischazging. Pond inlets, discharge structures and embankments <br />were in good condition and no problems were noted. <br />The slide that developed at Pond 016 in the spring of 2001 was inspected. The semi-circulaz <br />crack and associated slumping that has occurred on the side slopes of the inlet to the pond <br />appeazs to have stabilized. No additional movement was noted at this slide location. Please <br />continue to monitor the slide damaged area, and inform the DMG if further movement or damage <br />occurs at this location. <br />Haul road surfaces were dry and well maintained. Road ditches and road drainage runouts were <br />dry and appeared to be in good condition. <br />Topsoil <br />The eastern perimeter of the South Area pit at the location of NOV CV-2001-002 was inspected <br />from the bottom of the reclaimed slope. From this location, the site of the NOV appears stable <br />with some vegetation becoming established. Vegetative growth is slow due to the drought <br />conditions. The temporary road used to access the base of the slide area was also inspected. This <br />temporary road has been successfully reclaimed with good vegetative growth and no signs of <br />significant erosion or instability. <br />
