Specific categories mentioned <br />in this violation include failure to provide hydraulic <br />designs for ponds, ditches and culverts, failure to <br />pass runoff from a disturbed area through sediment <br />ponds, and failure to minimize erosion or inlets to <br />sediment ponds. <br />Comments: During 1989, the Division tried to complete the <br />Mid-Term Review and resolve issues related to AOC at <br />Pits 5 and 6, and the value of the bond. A Board Order <br />was issued 12/14/89 stipulating resolution of these <br />issues. <br />Problems - Current or <br />Potential: Permitting actions are very slow for this croup, who <br />use a loose network of technical and legal personnel, <br />Monitoring rarely is forwarded to the secretary in <br />charge of records, so it is very important to press <br />compliance. <br />The aforementioned violation will entail considerable <br />permitting, followed by field verification this summer. <br />Downcuttina is a real problem throughout the property, <br />and it is time to identify zones of weakness and <br />establish armoring. <br />CWB/yjb <br />2466E <br />
