flf. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
Backfill & Grading
Rills and gullies that will need to be assessed and repaired this field season in accordance with the approved rill
and gully plan were evident in several locations, including the reclaimed slope just southeast of the Junction of
005 and 005-E1 channels, and area between the current lower end of the PM-1 channel and the temporary
collection ditch down to Pond 017. Both of these areas are marked for repair on the 2006 Rill and Gully Map.
Also, several temporary channel construction/repair roads or scraper routes are visible in various locations,
where further grading andlor scarification and seeding may be warranted as necessary to repair rills or prevent
concentrated flow. Such routes include:
• A couple routes on slopes in the upper 005 watershed, that extend from the Ridgeline Access Road
down to the 005 channel (not shown on 2006 R8G map);
• Route along ridge in "A" Pit reclaimed area, north of the 006-E2 drainage (shown on 2006 R&G map);
• Route from Ridgeline Road to reclaimed Topsoil Stockpile GG (not shown on 2006 R&G map);
• Route extending from 006 Drainage channel near Oil Well Pad, south across reclaimed area to the crest
of the reclaimed "A" Pit highwall, and thence west along the reclaimed highwall crest toward the shop
area (not shown on 2006 R&G map).
These areas will need to be ground checked to determine the extent of grading or stabilization measures that
may be warranted.
Slides and Damage
The previously reported slide area on the outslope of the Ridgeline Pit was covered in the photos. Operator has
properly submitted a slide remediation plan for the location in TR-55, currently under review. In preparation for
remediation grading, it was evident that topsoil had been cleared from the slope upgradient of the slide, to
accommodate grading of the scarp, reduction of steep slopes up-gradient from the slide, and improvements to
site drainage.
Reveaetation
It was evident from photos that a new shrub planting area has recently been established as approved in PR-5, in
the upper 005-E1 watershed. The area appears to have been disked and fenced. Follow-up treatments with
Roundup or similar herbicide may be warranted to control perennial grass resprouting. The area will be seeded
with Seedmix 6 and planted with the upland planting mix in the fall.
4
