• (Page 21 <br /> <br />MINE ID # OR PROSPECTING ID # M-86-033 <br />INSPECTION DATE.~~-99 INSPECTOR'S INITIALS SSS <br />4-14 - <br />OBSERVATIONS <br />This was a partial inspection of the Hess Pit conducted at the operator's request, to observe backfilling of the upper <br />highwall. <br />The upper highwall was approximately 50 percent backfilled to a 3:1 slope. Some of the scrap metal lying around the pit <br />was being used to backfill the highwall. The scrap will be covered with more than 4 feet of cover. The backfill was being <br />accomplished by cut and fill methods. The ground was hard enough that the D6 dozer was having trouble cutting the <br />material. <br />The dozer operator was dozing the in-place topsoil, at the top of the highwall, into the pit for backfill. The suggestion was <br />made to the operator to have that soil pushed to the side and used to topsoil the finished slope. If a topsoil shortage occurs <br />during final reclamation, the operator will be required to import topsoil, so none should be wasted. The operator indicated <br />that an amount of topsoil, adequate to reclaim the site, is stockpiled above the highwall. However, he would instruct the <br />dozer operator to salvage the available topsoil, Compaction of the fill was being done by the dozer working the material. <br />The operator will need to be sure the backfill is conducted according to the approved reclamation plan that specifies <br />compaction in four foot lifts. <br />Upon completion of the backfill operation, the operator is encouraged to submit a request for partial release of the financial <br />warranty, specifically the portion allocated for backfilling the upper highwall, which is twice as tall as the remaining <br />highwalls will be. If this release is submitted in the next few days, the reclamation cost increase recently sent to the <br />operator, can be reduced by a portion of the amount set aside for backfilling the upper highwall. The release request must <br />comply with the requirements of Rule 4.16. <br />The drums of hazardous material noted during the last inspection were not observed. <br />Because the operator is actively reclaiming portions of the site to reduce the reclamation liability at the site, the Division <br />has granted a discretionary 60 day extension of the bond increase due date.
