<br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 74-92 <br />DATE: August 8, 1985 <br />OBSERVATIONS OF IMPORTANCE: <br />1. Site is located just north of I-76 off from Barlow Road to the east. <br />2. Product is wind-rowed on west side adjacent to mined lake area. <br />Operator uses dragline to mine material. <br />3. Small topsoil pile located on south and Southeast sides. <br />4. Pump to draw down water for mining purposes located on northeast side. <br />5. Operation has expanded to south and east from map drawings in original <br />application. <br />6. Financial warranty of $6000 should be sufficient to reclaim site. <br />7. Slides: 8-11 north side looking south rotating west to east <br />12 southwest side looking northeast at pump structure <br />and nesting structure <br />RECOMMENDATIONS: <br />1. Permit was issued October 31, 1979. There have been no annual reports <br />or annual fees submitted as required pursuant to Rule 2.4. It is <br />necessary to immediately submit an annual report pursuant to this rule <br />discussing activities from permit issuance to October 31, 1984. Also, <br />it is necessary to submit an annual fee of $1750 ($350/year for 1979 to <br />1984). <br />2. Please note that the law [Rule 6.1(f )] requires lake slopes to be <br />graded 3h:ly from five feet above to ten feet below water line. It <br />appears wave action has caused a much steeper slope than 3h:ly on east <br />side. This area will have to be regraded to comply with the law. <br />3. Every effort should be made to salvage the topsoil medium for <br />reclamation purposes. To maintain soil quality and quantity, the <br />operator should slope the stockpiles to no steeper than 3h:ly and seed <br />with a fast growing species (e.g., slender wheatgrass, smooth brome, <br />Lewis flax). <br />4.
