III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On June 19, 1991 a partial inspection was conducted at the Bear <br />Mine. Present during the inspection was Basil Bear. The weather <br />was partly cloudy and the ground was dry. It did not appear that <br />it has rained in the past week. <br />The access road to the portal was inspected and the ditches along <br />the road appeared to have been recently been cleaned. The portal <br />area looked good. Some thistle was noted along the access road. <br />These weeds were showing epinastic effects from recent spraying. <br />The mine had made an attempt earlier this year to clean out the <br />sediment pond but it was too muddy; they will wait till the river <br />goes down. Sediment control and ditches around the pond were in <br />good condition as was the sediment control along the haul road. <br />The inspection then proceeded to the Somerset Mine where Bear <br />Coal is part owner. <br />
