Cor!m+ents - Compliance <br />Below are particular issues with regard to any of the above c_ ='-once te.-s. :r.'~rce:-err <br />actions resulting from failure to comply with the Act, Rules and Regulations, and the permit <br />also are identified below. <br />Hydrologic Balance (4.05) <br />The upper diversion ditch was not functional at the time of the ~,nspection as a result <br />of telephone line installation and associated equipment traffic. Also, a low spot in <br />the ditch was noted near a drainage swale just east of the substation. The grade will <br />have to be improved to adequately conduct flows. A portion of tt.e ditch west of the <br />substation was blocked by underbrush which had been cleared prior to construction. <br />Revegetation (4.15) <br />Seeding and mulching of cut and fill slopes and berms should be completed as soon as <br />possible, prior to May 1, 1983, <br />
