• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-77-572 <br />INSPECTION DATE 7/16/98 INSPECTOf:'S INITIALS AJW <br />OBSERVATIONS <br />This was a pre-operational inspection conducted by Tony Waldron in conjinction with the <br />submittal of Amendment-001 by Valco, Inc. for its Lamar East Pit. The sitfn is located just <br />east of U.S. Hwy 287/50 an mostly south of the Arkansas River in sections 29 & 30, T 22 N, <br />R 46 W, of the 6th P.M. <br />The mine is located in the alluvial flood plain of the Arkanasas River and all of the current <br />disturbance is south of and adjacent to the active river channel. The permit area is bisected <br />by a old spur of the Atchison, Topeka and Sante Fe Railroad. This spur hes been abandoned <br />and the surface rights to the right-of-way have been purchased by Valco, Inc. As this was <br />recently an active spur, mining has occurred on both sides of the right-of-way in the past <br />while leaving the ROW intact. The subject of this amendment is to add the ROW (approximately <br />4, acres) into the total permit area of approximately 82 acres. This will e=_iminate the need <br />to continue working around this ROW which as previously stated, bisects the entire permit <br />area. <br />Incorporation of this small "land bridge" into the rest of the permit area will have little <br />effect on the overall reclamation plan which calls for 41.37 acres of lake to remain upon <br />completion of mining and reclamation. One significant change, which is officially included <br />in this amendment, but has been partially addressed in the past, is pumt~ing the pit and <br />conducting a dry mining operation. Normal procedure in the past has been t.o "wet mine" the <br />pit with a dragline, however, the pit is currently being mined using the dry method. The <br />operator does posess a valid CDPS Permit ( COG# 050000 #COG-50006) for =his process and <br />appears to be in compliance with the provisions of that permit. <br />This concluded the inspection and no significant problems were identified o~i the ground with <br />respect to this amendment. The State Land Board did notify our office of a F~otential problem <br />concerning ownership of the mineral rights in this permit area. As a result of that <br />notification, the operator requested an extension of the decision date unti:_ August 27, 1998 <br />in order to sort through the Right-of-Entry questions that this raises.
