V • (Page 2) • <br />~ MINE ID # OR PROSPECTING ID # M-79-010 <br />INSPECTION DATE 1/7/99 INSPECTOR'S INITIALS ASW <br />~5ERVATIONS <br />This was a pre-operational inspection conducted by Tony Waldron of DMG along with Chuck <br />Murphy~of ACA Products, Inc. in response to an amendment submitted by ACA to update their <br />reclamation permit. The site is located just southwest of Buena Vista, Colorado and is <br />situated on a nearly level glacial terrace bench. The site is appproximately 1/2 mile west <br />of U.S. Hwy 285 and well out of the present day stream channel of the Arkansas River. <br />This amendment was submitted as a result of a violation the operator received for mining <br />outside of their approved affected area boundary. <br />Mining is currently restricted to one large pit that is advancing to the west and will end <br />when the pit reaches the west line of section 17. This is known as phase I. Phase II will <br />then commence and start moving east from the present eastern pit boundary into where the <br />concrete batch plant is currently located. Obviously, the batch plant will be relocated from <br />its present location at that time. The pit will be mined to a depth of approximately 40 feet <br />along the west end to 20 feet on the east end. The elevation of the floor of the pit after <br />mining is completed is planned to be above the existing water table. <br />The active portion of the pit is well maintained and is being contemporaneously reclaimed as <br />mining progresses. Sideslopes have been regraded and appear to be 3H:1V or flatter and are <br />ready to be topsoiled and revegetated. Topsoil has been properly salvaged and is stored in <br />a long berm adjacent to and north of Gregg Drive. There was no water standing in the pit <br />bottom and no evidence that water had been there recently. <br />The proposed amendment incorporates area west of the pit into the affected land area, <br />clarifies the batch and asphalt aspects of the operation, identifies the settling ponds and <br />long-term disposition of all gravel resources at the site. There was also a concern about <br />excessive amounts of old equipment, pipe, tanks, etc. being stored in the eastern portion of <br />the permit area. Most of this material has been cleaned up and hauled away and the operator <br />continues to clean up the remaining items. <br />This concluded the inspection. The amendment is in the process of being reviewed for <br />adequacy and any requests for additional information will be forwarded to the operator as <br />necessary.
