III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />(2) The current bond documents are on file. Also on file is a letter (Self) to Abraxas Petroleum <br />Corporation of October 15, 2001 suggesting a reduction in bond amounts (as authorized by <br />an approved Bond Release (SL-02) of August 31, 2001). <br />(3) Although development of rills and gulling is monitored (Permit Application Package page <br />91), no report is required. <br /><4} The 2000 Annual Reclamation Report was found on file, the 2001 was not. The location <br />checked was Volume 6, Tab 3. <br />(5) The NPDES (CPDES) permit was not renewed. There is no associated discharge monitoring <br />or reporting being conducted. <br />(6) The 2000 Annual Hydrologic Report was found on file. The 2001 Annual Hydrology Report <br />was not found on file. The location checked was Volume 5. <br />(7) This item is engaged only if there is a mine water discharge. None have been reported. <br />There was no discharge at the time of this inspection. <br />HYDROLOGIC BALANCE There were small amounts of snow cover in shaded areas of the site. <br />There was no surface runoff or mine water discharge, and no sign of erosion. <br />REVEGETATION Areas of the reclaimed sedimentation pond and ditches have been hydro- <br />seeded. The operator advised by telephone on November 25, 2002 that this work had been <br />accomplished on August 21, 2002.
