III. COMMENTS -COMPLIANCE ~~~if~„~^e~~ C, ~/,~~y
~ %> ~T~ ago, ~~
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. The
mine is shut down and has been in temporary cessation since 18 December, 200 The
weather was hot and sunny and the ground was dry.
SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine
ID sign, permit boundary signs and topsoil stockpile signs).
ROADS: The mine entrance road was well maintained and in good condition. The haul road
to the refuse pile was also well maintained and in good condition. The road from Pond 1 to
Pond 2 and through the bone-yard has some ruts but overall was in good condition.
HYDROLOGIC BALANCE:
- Pond 1 contained water at a level just below the discharge pipe. There was a pump in the
pond but it was not pumping and it did not look like there had been any recent discharge.
The pond is well vegetated and in good condition.
- Ponds 2 and 3 are lined ponds used for the wash plant. Pond 3 contained water about two
feet below the high water mark. Pond 2 has been drained and only a layer of thick mud
remains in the bottom.
- Pond 4 contained a small amount of water at the inlet. It is well vegetated and in good
condition.
-Pond 5 contained a small amount of water at a level several feet below the discharge pipe.
This pond was well vegetated and in good condition.
- The ditches along the mine entrance road and the haul road to the refuse pile all appeared
well vegetated and in good condition. The 100-year ditch around the refuse pile is in good
condition.
-The SAE at the explosives bunker was in good condition and appears to be functioning
properly.
- Both ponds at the loadout were dry andin good condition.
PROCESSING WASTE:
- The final lift on the "old" portion of the pile appears to be complete. There are a number of
piles of refuse that need to be compacted.
-There did not appear to be any water pooling on the active areas of the refuse pile.
- About a 1-acre strip at the East Side of the active refuse pile has been covered. This area
has been reseeded and mulched. There is a fair amount of new growth on this area.
REVEGETATION/RECLAMATION SUCCESS: The "old" revegetation on the refuse pile is in good
condition. The strip that was reseeded early last spring also appears to have grown nicely
over the past summer. The portion of the refuse pile that was just covered and reseeded is
growing nicely. The vegetation at the loadout appears to be in good condition (it looks like
that of the surrounding areas).
