Elk Creek C-1981-022 <br />10 January 2007 ~~ <br />P9 2/3 <br />- Pond C is a concrete dam below the West Valley Fill. The dam appeared to be stable at <br />the time of the inspection. The pond was dry at the time of the inspection. <br />- Pond D contained water approximately one half foot below the top of the discharge pipe <br />and was not discharging at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable at the time of the inspection. No erosional problems <br />were noted on the pond embankment. Pond D has an oil boom and it was in place. The <br />trash rack and anti-vortex device was in placed on the primary discharge pipe. There is <br />some sediment at the inlet of Pond D and Jim Kiger indicated that this pond would be <br />cleaned in the summer. <br />-The East Yard pond contained a small pool of water and was not discharging at the time of <br />the inspection. There is still a large pile of snow (possibly more rock and debris at this time) <br />at the pond inlet from plowing of the roads. The pond embankment appeared to be stable at <br />the time of the inspection. No erosional problems were noted on the pond embankment. <br />- Pond F did not appear to contain any water at the time of the inspection (the bottom of the <br />pond was covered with snow) and it was not discharging at the time of the inspection. The <br />embankment was covered with snow but appeared to be stable at the time of the inspection. <br />No erosional problems were noted on the pond embankment. <br />- The ditches along the haul road to the Elk Creek facilities area, the East Yard and old <br />highway 133 were all cleaned and appeared to be stable and functioning as designed. All of <br />the sumps in the ditches were also clear. No erosional problems were noted in any of the <br />ditches. <br />- The perimeter ditches at the Hubbard Creek fan were all stable and appeared to be <br />functioning as designed. No erosional problems were noted in any of the ditches at the time <br />of the inspection. <br />-The water transfer wells at the Hubbard Creek fan site all appeared to be in good condition <br />and functioning as designed at the time of the inspection. All of the wells that missed the B- <br />Seam during the drilling operations have been sealed and plugged and they have been <br />marked with a fence post. <br />Backfilling & Grading: -The backfilled Sanborn Creek portal appeared to be stable at the <br />time of the inspection. There was no cracking or settling noted in the reclamation. All of the <br />runoff from the portal appeared to be flowing off of the backfill and no erosional problems <br />were noted on the area. There is some vegetation at the site but the area is still mostly bare <br />dirt. <br />Explosives: -The explosives magazines were in place just below Pond D and the elevated <br />conveyor from Elk Creek portals to the coal stockpile at the time of the inspection. The small <br />pad where the magazines are located was muddy but it was stable and in good condition at <br />the time of the inspection. <br />Processing Waste: -The West Valley Fill was well maintained and stable at the time of the <br />inspection. There was no water pooling on the pile and all of refuse has been spread and <br />compacted on the pile. There is approximately 15 vertical feet left on the pile, based on the <br />operator's recent survey and the survey stakes that have been placed in the ground. The <br />operator plans to use the West Valley Fill during the winter months and the II-West refuse <br />pile during the summer months. This will extend the life of the West Valley Fill. The <br />reclaimed outslopes of the pile were all well vegetated and stable. No erosional problems <br />were noted on the outslopes at the time of the inspection. <br />
