III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on June 2~, 1998 by Mike Boulay <br />and David Berry of the DMG. Mike Altavilla of Seneca Coal Company was present during the <br />inspection. Weather conditions were warm and sunny. Ground conditions were dry throughout <br />the majority of the site. <br />Hydrologic Balance <br />All site ponds were viewed and appeazed to be functioning properly. <br />Backfill and Gradine <br />Please ensure that the ongoing reclamation in Wolf Creek Pit is in compliance with the approved <br />Post Mining Topography Plan, and that topsoil is redistributed in accordance with the approved <br />Topsoil Redistribution Plan. <br />Slides and Damage <br />A slide that occurred on the north side of the Wolf Creek Pit was inspected. The operator is <br />currently conducting reclamation at the head of the slide. Please ensure that reclamation at the <br />top of the slide azea results in positive surface drainage, so that there is no retention of surface <br />water at the head of the slide. <br />Reclamation Success <br />Ongoing reclamation in the Wolf Creek Pit was inspected. Many of the reclaimed channels <br />within the former pit area exhibit signs of significant erosion. <br />
