III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Run-of--Mine (ROM) Stockpile <br />The graveled haul road was in very good condition. The cable across the road was in place. The mine ID sign <br />was up at the entrance and the surface disturbance markers were up aoound the site. There was a little standing <br />water in the sediment pond. The pond embankment was well vegetated. The primary discharge pipe gated valve <br />was closed. The riprapped emergency spillway was functional. Collection ditches had enough capacity. The <br />topsoil stockpile had a good vegetative cover but the topsoil sign was on the ground. <br />Hiahway Coal Stockpile <br />Quite a while ago, the coal had been removed from this site and the area was covered with soil. The mine ID <br />sign was up at the top of the hill. The road leading down to this area was passable, although the road was muddy <br />at the bottom of the hill. The backfilled cut slope was stable. There was a little standing water in the sediment <br />pond. The straw bales were positioned around the west side culvert inlet. Surface disturbance markers were up. <br />Well Field <br />The road leading to this site was a little wet but passable. There were no problems at the pump house. The <br />topsoil stockpile had a good vegetative cover and the topsoil sign was up on the pile.
