III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during the
inspection. Comments also describe any enforcement actions taken during the inspection and the facts or
evidence supporting the enforcement action.
Run-of--Mine (ROM) Stockpile
The graveled haul road was in very good condition. The cable across the road was in place. The mine ID sign
was up at the entrance and the surface disturbance markers were up aoound the site. There was a little standing
water in the sediment pond. The pond embankment was well vegetated. The primary discharge pipe gated valve
was closed. The riprapped emergency spillway was functional. Collection ditches had enough capacity. The
topsoil stockpile had a good vegetative cover but the topsoil sign was on the ground.
Hiahway Coal Stockpile
Quite a while ago, the coal had been removed from this site and the area was covered with soil. The mine ID
sign was up at the top of the hill. The road leading down to this area was passable, although the road was muddy
at the bottom of the hill. The backfilled cut slope was stable. There was a little standing water in the sediment
pond. The straw bales were positioned around the west side culvert inlet. Surface disturbance markers were up.
Well Field
The road leading to this site was a little wet but passable. There were no problems at the pump house. The
topsoil stockpile had a good vegetative cover and the topsoil sign was up on the pile. Surface disturbance
markers were up and the mine ID sign was up at the entrance.
Records
The required records were available at the mine site, as documented on the following records checklist.
c:/word bowie 1 /insp 1007
2
