III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals <br />and Geology. Karl Koehler represented the operator. The ground was covered with six inches <br />of snow. <br />The purpose of the inspection was normal inspection/enforcement and to complete Parts 3 and <br />4 of the Coal Bond Compliance Inspection in connection with Trapper's permit renewal RN-03. <br />The completed inspection forms for Parts 3 and 4 will be filed in the specialist's files under <br />"Bonding -Annual Bond Compliance Inspections". <br />HYDROLOGIC BALANCE <br />None of the East Pyeatt ponds were discharging although an estimated 10 gpm of clear water <br />was flowing at the East Pyeatt flume (NPDES-011). The source of the discharge was the East <br />Pyeatt spring. A similar discharge at this flume in last month's inspection was mistakenly <br />attributed to pumping of F-pit rather than the spring. The inslopes and embankments of the <br />ponds in East Pyeatt appeared stable. <br />Water was being pumped from the dewatering wells below D-pit and F-pit. <br />BACKFILL AND GRADING <br />No problems were found in the ash disposal area. <br />
