<br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-7974-not <br />INSPECTION DATE: 5-~a-nt <br />OBSERVATIONS <br /> <br />INSPECTOR'S INITIALS: ~iL <br />Completed an inspection of this operation as part of a Mined Land Reclamation Board directive to inspect every mine in the <br />state at least once every four years. <br />This is a 42 acre 112 Regular permit located about Y: mile west of Highway 85 on West Titan Road then about 1 mile south <br />on North Moore Road. <br />A mine ID sign has been placed at the entrance of the permit area pursuant to Rule 3.1.12(1). The permit boundary has been <br />adequately delineated, primarily with barbed wire fences. <br />Mining operations have occurred in the east 35 acres of the permit. The west 7 acres contain a weigh scale and is being used <br />to store construction equipment (as approved in the permit). Mining occurs intermittently primarily in the southern portion <br />of the permit. Mining is progressing to the south. Highwalls are near vertical and about 40 feet high. According to the <br />operator, the highwalls will be sloped to a 3:1 gradient by backfilling and grading washed fines. The material will be <br />dumped over the edge of the highwall, if possible, or dumped at the toe of the highwall. Grading costs are higher if the <br />material has to be graded uphill. <br />Currently, the flat pit floor is being used to store and process concrete and asphalt waste. Stockpiles are located throughout <br />the excavated pit. This activity has not been approved. The operator was required to submit a technical revision in 7996 to <br />incorporate the activity aker the site was inspected by a DMG inspector. The T.R. was supposed to be submitted by <br />September 16, 1996. However, a technical revision was never received by the Division. The operator will be required to <br />submit a technical revision (and the appropriate fee) to address this problem. The importation of material that has been <br />generated outside this permit has not been approved so the operator must submit sufficient information describing how this <br />material will be handled (processed), how much will remain onsite, where the material will be stored, how the material will <br />be used for reclamation (if it will be used for reclamation), whether the material is inert or not, and how much more bond <br />will be needed to reclaim the site. This is noted as a problem on page 3 of this report. The T.R. must be submitted to the <br />Division by the corrective action due date. <br />Construction equipment is allowed to be stored in the west 7 acres of the permit. However, construction equipment is being <br />stored in portions of the east 35 acres. The operator cannot reclaim these lands to the approved post-mining land use <br />(rangeland) if the equipment is not removed. This is noted as a problem on page 3. The operator must remove the <br />construction equipment from areas outside the west permit area by the corrective action due date. <br />Currently, crushed asphalt waste is processed through a wash plant. Water from Plum Creek is pumped into a large pit <br />where it is then pumped to the wash plant. The return flow, and fines, are pumped to a second pit. The fines are cleaned out <br />of the pit frequently and placed near the south highwall. There are no water rights issues since the SEO informed the <br />operator that water was available from Plum Creek during times of "no call". After the product is stockpiled, the excess <br />water percolates out of the pile, runs across the pit floor, flows through a small dam comprised of aggregate material and <br />renters the Plum Creek flow regime. It is not known whether this activity needs a discharge permit so a copy of this report <br />will be sent to WQCD for their review. However, it will be noted as a problem on page 3.
