(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1995-008 <br />INSPECTION DATE 10/30/06 <br />INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about the scheduled inspection, but was not present during the inspection. <br />The site was not active at the time of the inspection, but reclamation was actively being carried out at the site earlier that day <br />(observed while inspecting a nearby permitted pit). The permit is identified by the required permit ID sign, and the boundaries <br />are adequately marked. Activities appear to be within the boundaries. <br />A buried gas line crosses the permitted area, roughly dividing the site into a N and S half. All activities south of the gas line <br />have been reclaimed. This inspection was not for purposes of reviewing adequacy of meeting final reclamation requirements, <br />but this inspector feels that most of the required reclamation in the south part maybe finished. A group of deer was observed <br />in the south pit floor. <br />The north part of the site is still being actively mined. The highwall is vertical, and estimated to be about 15 ft high by about 100 <br />ft long. Other slopes surrounding the mining area are steeper than the reclamation gradient and will require some grading. <br />The southern slope in this north part has been reduced to 3:1 and (earlier that day) topsoiled. The pit floor is mostly level, and <br />partially daylights to the west. The operator's dozer and loader were in the pit. There is still some undisturbed land in the north <br />part of the permit. <br />The site is not weedy, and is maintained in a clean condition. There is no fuel stored onsite, and no debris or contaminants <br />were found. The mining disturbance appears to be set back from the markers delineating the gasline location, and no potential <br />instability was observed. <br />There is only a limited portion of the north half that has yet to be mined, and unreclaimed mining disturbance is also limited to a <br />few acres. The bond is $33,700, and is estimated at this time to be adequate for performing the remaining reclamation tasks. <br />Remaining reclamation is estimated to consist of slope reduction, topsoil spreading, floor ripping, and seeding, on about 7 <br />acres. The operator must continue to report mining and reclamation activity at the site in the annual reports. Even though <br />much of the site is nearly reclaimed, at this time it does not appear justified to request a bond reduction. <br />No further items were observed during the inspection.
