lll. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. "1'he comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Jce Dudash of the Colorado DRMS. Bill Beaz represented the <br />operator during the inspection. Besides inspecting the main mine facilities, gob vent bore hole and exploration <br />well sites were visited. A separate inspection report has been written for the bond release inspection of <br />exploration well IPG-19, drilled under NOI X-2004-217-09. <br />Main Mine Site <br />There was a moderate amount of coal that was stockpiled on the D-seam portal bench. The D-seam portal <br />highwall was stable. The outside berm of the bench was in place. There were no problems at the fuel facility. No <br />problems were noted at the utility bench, the main topsoil stockpile and at the wash plant bench. Bench cut and <br />fill slopes were stable. There was a moderate amount of stockpiled coal on the Tower stockpile bench. There <br />were no problems with fugitive dust being tracked onto the main highway or coming off of the coal stockpile. <br />Pond B had a small amount of standing water. <br />Coal Waste Stockpiles <br />The operator was placine coal waste on the western extension of eob pile no. 2. The eob pile was drv and had <br />positive drainage. Several small piles of coal waste were sitting on the east side of gob pile no. 2 for spreading <br />and compacting. There were no problems with the gob pile outslopes. The upland diversion ditch had sufficient <br />capacity and surface disturbance markers were up. The eob pile haul road was in very eood condition. The water <br />level in pond C was near the level of the primary discharge pipe. Pond ll was dry. <br />Hubbard Creek Vent Shaft Site <br />There was no activity at this site. There was a grader and an excavator on site that will be used soon to construct <br />a larger pad for the future vent shaft. The silt fence has been replaced recently. Mine ID signs and stream buffer <br />zone signs were up. The topsoil stockpile was protected by silt fence and the topsoil sign was up. More surface <br />disturbance markers are needed, however. <br />Gob Vent Boreholes <br />Two reclaimed gob vent borehole sites, GVB-D9A and GVB-D8A, were visited. The backfilling was stable and <br />the vegetative cover was good. <br />Gob vent borehole sites GVB-7C, GVB-6E and GVB-7D that will be reactivated for B-seam gob venting were <br />inspected. These sites need some silt fence repair and more surface disturbance markers. <br />Two recently constructed gob vent borehole sites, GVB-WD-3C and GVB-WD-2B, were inspected. The silt <br />fence for the sites was in place and the topsoil stockpiles were well protected with silt fence. More surface <br />disturbance markers are needed at both sites and topsoil signs are needed at GVB-WD-3C. <br />Several reclaimed or partially reclaimed exploration well sites also were inspected. These sites were IPG-19, IP- <br />9, IP-00-65, 99-16, IP-00-65 and 65A, DH8 and SA, B-Burn 22 and B-Burn 23. No problems were noted. <br />c: /word/bowie2/insp0807 <br />
