III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one <br />represented the operator during the field inspection. <br />West Mine <br />The contractor has made a lot ofprogress in the backfilling and grading operations at the west <br />mine portal bench. There aze two excavators, two dozers and four haul trucks in operation. The <br />area just east of East Roatcap Creek, including the haul road leading into the site, has been <br />backfilled completely, except for topsoil. The entrance has been blocked with material and with <br />the gate. Access is through the road that leads from the west mine fan azea to the west mine <br />bench. The operator will fmish backfilling the upper portion of the west mine bench cut soon. <br />The contractor is nearly done with the two new sediment ponds. The spillways need to be <br />installed. The silt fence at the down gradient edge of the site is functional, although a couple of <br />sections of silt fence could use some maintenance soon. <br />There was no activity at the west mine fan area, except for the traffic leading to the west mine <br />bench. The topsoil stockpile had moderate vegetative cover and had a topsoil sign. A small <br />mound of coal waste was still sitting on top of the vent shaft. The silt fence was functional. <br />Well Field <br />There was no gullying on the topsoil stockpile. The topsoil sign was up, as was the mine ID sign. <br />Subsidence warning signs were up along Stevens Gulch road. <br />East Mine <br />There was no activity at the east mine during the inspection. At the crusher/screener bench, the <br />straw bales were in place at the drop inlet structure. The diversion ditch and collection ditch were <br />functional. The operator is planning on temporarily storing the screened coal from the run-of- <br />mine pile on this bench. There have been no new additions to the west ridge waste pile. <br />There was no activity at the run-of--mine bench. The screener has been removed from the run-of- <br />mine bench azea. The screened coal will be moved to the crusher/screener bench. The sediment <br />control ditches and culverts were functional. The sediment pond was dry. <br />c: \ms97\bowie 1 \insp0502 <br />
