III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted orr October 22, 2001 by Mike <br />Boulay of the DMG. Robert Shevling of Seneca Coal Company {SCC) was present during the <br />inspection. Weather conditions were cloudy and cool. Ground conditions were damp throughout <br />the mine site. There was no activity at the site during this inspection. <br />Hvdroloeic Balance <br />Construction. of several postmine drainage channels is ongoing at the Seneca II Mine. site_ <br />Postmine channels PM-4, PM-16, and PM-5 were viewed during this inspection. The very steep <br />section of PM-4 below Stock Pond T26 is neazly completed. A lazge portion of PM-16 has also <br />been completed above and below the junction of PM-4 and PM-16. Additional riprap will be <br />required in the steepest portion of PM-4 and in the upper portion of PM-16. Both of these <br />postmine drainage channels are scheduled to be completed by December; 2002_ <br />Construction of PM=S Iocated in the drainage area'of the former Joe Lake Fitl is well underway. <br />A liner and riprap have been placed in a portion of the drainage channel. Construction of PM-5 <br />is scheduled to be completed in August, 2003. <br />Site sedimentation Ponds 002, 004, 008, and the Truck Wash Ponds were inspected. Site <br />sedimentation ponds 004 and 008 were both discharging. Pond 008 has recently been cleaned <br />out and sediment removed from the upper portion of the pond near the inlet. Ponds 002 and the <br />Truck Wash Holding Ponds were retaining water but were not discharging. Pond inlets and <br />embankments appeared stable. and no problems were noted at any of these pond-locations. <br />Backfill & Gradine <br />Only one location at the Seneca fI Mine site remaiirs to be backfilIed and graded. This isthe . <br />topsoil stockpile location north of Road F 1. Grading, topsoiling, and seeding is scheduled to be <br />completed by November, 2002 forthis location. A small area on the slopes surrounding PM-5 <br />have been graded and topsoiled. This location should also be seeded by November, 2002. <br />
