III. COMMENTS -COMPLIANCE <br />Below are comments on the Inspection. The comments Include discussion of observations <br />made during the Inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of [he Edna Mine site. The weather was hot and dry. Skies were hary due to <br />wildfires in other western states. Ground conditions were dry. The mine site was inspected the afternoon of <br />Monday, July 31 and on August 1. On Monday, a brown pick-up truck was parked in the Moffat area, on the <br />old equipment storage area above the Pond. No other vehicles or activity were observed on Monday. On <br />Tuesday, Rob Shroyer from Piffer Ag & Turf, was pulling his trailer in, and he planned to start weed <br />spraying. <br />Records. Records were checked at the Routt County Courthouse on Tuesday, August 1. Records are up to <br />date through May, 2000. As mentioned during the last records check, the most recent midterm should be on <br />file. <br />Roads. There has been recent maintenance activity on the roads. Several ditches and the road surfaces along <br />the North Moffat road, the West Ridge road, Skyline Drive and Lower Moffat road had been cleaned and <br />graded. The roads and ditches are in good condition. <br />Maintenance work has also been undertaken on the Goat Trail. Where needed on the upper segments, ditches <br />were cleared and graded. Exit channels 1, 2 and 3 have been cleaned and graded. The road was passable and <br />in good condition during this inspection. <br />Hydrologic Balance. All ponds: West Ridge, Center Ridge, Moffat and tipple area, were inspected. Center <br />Ridge was discharging and mixing with the Spring OOl water in the irrigation ditch. There was no discharge <br />from the other ponds. <br />Spoils Spring 001 in the West Ridge area was flowing at approximately 100 gpm. The outflow was covered <br />with vegetation, cat tails and other marshy species. No other spoils springs were observed flowing. <br />The spillways of a couple of the West Ridge ponds had additional rip rap installed. <br />Backfilling and Grading. Erosion features in the West Ridge area were regraded. All features identified in the <br />2000 Annual Erosion Inventory Report had been corrected. <br />The transmission line on the Oak Creek side, from the C-building to where the Goat Trail intersects the slope, <br />has been regraded and contour furrows installed. Grass sod was placed on the top of each furrow. This area <br />will need to be reseeded in the fall. <br />Suoaort Facilities. The Oak Creek facilities area is in good condition. <br />Reve etg_ anon. As stated earlier, ground conditions are very dry and the herbaceous vegetation is also. Several <br />bare areas were observed in West Ridge. Erosion is not a problem in most of those areas, but they could <br />present a problem for vegetation sampling. I had a note from Henry Austin at OSM offering OSM assistance <br />for some of the spoils vegetation in West Ridge. Please contact me if you would like to pursue this offer. <br />Previous weed spraying efforts are clearly helping, the Canadian thistle and houndstongue do not seem as <br />dense as last year. This years spraying which will start this week, should continue to help contain and control <br />the weed species. <br />
