III. COMMENTS -COMPLIANCE <br />Betow are comments on the inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the inspection. The entire mine site was free of snow. <br />Roads <br />The entrance road was in good condition. The cable was strung out across the top of the road to restrict <br />access to the site. The mine site gate at the bottom of the hill was closed and latched, but not locked. <br />Facilities <br />There were no problems at the abandoned mine office building. The roof bolts that had been set' up by <br />Oxbow Mining personnel for mine safety training have.been abandoned in place but not taken offsite. <br />Hydroloev <br />The water level at the sediment pond vas about two feet below the invert of the primary discharge <br />tube. The gated valve on the tube was closed. The emergency spillway was functional and the pond <br />embankment appeared to be stable. <br />The Edwards Mine portal spring water treatment pond was discharging at about 20 to 30 gpm. The <br />discharge was dark orange in color, although this discharge has been shown to be in compliance with <br />water quality standards. <br />The west side spring was not flowing white the east side spring was flowing the dark orange color at <br />about 20 to 30 gpm. <br />The collection ditch leading to the sediment pond had plenty of capacity. There were no problems with <br />the two alluvial wells, although the area around the west alluvial well should be filled in to prevent <br />ponding around the well. , <br />Slides <br />The hill slope just to the west of the disturbed area continues to slowly come down. There was no <br />evidence of steam or smoke, nor any odoi, from the underground mine fire. The Division continues to <br />review the data to determine ifthe mine fire is in the old Edwards Mine and, therefore, is eligible to be <br />handled by the Colorado Abandoned Mines Program. <br />a/word/bear3/insp0304 <br />
