V ~`- <br />• <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: _M-2000-118 <br />INSPECTION DATE: 10/7/00 INSPECTOR'S INITIALS: JCS <br />OBSERVATIONS <br />This inspection was pre-operational in nature brought about by the submittal of a 112 application by D.G. <br />Huskin Construction. The applicant was represented during the inspection by Rick Pounds and consultants <br />Joe Gagliano and Joe Gagliano Jr. <br />The required on-site notice of the application had been posted near the entrance to the proposed permit <br />area. In company with the applicant's representative, boundary markers for the proposed 112 permit area <br />were located. The 112 permit area will contain the permit area of an existing 111 operation, i.e. Permit M- <br />2000-015. The area excavated during operations conducted under the 111 permit will apparently be <br />expanded under the 112 permit, when issued. <br />The initial adequacy review of the 112 application was faxed and mailed to the consultants on September <br />29, 2000, i.e. prior to this inspection. As a result of this inspection and discussions of the adequacy review <br />that took place on-site, certain additional adequacy issues were identified and changes in the proposed <br />operation were indicated. <br />From file application, 2 fences and 1 access road could be identified as being permanent man-made <br />structures within 200 feet of the area to be affected by the operation. On site inspection revealed that there <br />is a power line situated along the access road which also lies within 200 feet of the area to be affected by <br />the operation. All four structures should be listed and the owners identified under a revised Exhibit C <br />narrative as required by Rule 6.4.3(g). The requirements of Exhibit S, i.e. Rule 6.4.19 must also be satisfied <br />in regard to these structures. <br />The adequacy review included the Division's estimate of the cost of reclaiming the site. Assumptions made <br />for the Division's estimate included 20 acres of unreclaimed, excavated area; a maximum of 35 acres of <br />mining related disturbance; over 3600 feet of vertical highwall 25 feet high; 4.5 feet of overburden; 0.5 feet <br />of topsoil; and 15 acres of stockpiles, processing area, roads, etc. As a result of the discussion of the <br />Division's estimate made on site, it is the Division's understanding that the applicant will now agree that no <br />more than 10 acres of open pit and no more than 1000 feet of vertical, unreduced highwall will exist at any <br />time. It is also the Division's understanding, from descriptions made during the inspection, that overburden <br />and topsoil will be stripped prior to excavating the gravel deposit, that the overburden would be stockpiled <br />along two margins of the area to be excavated and the topsoil on a third. The remaining pit margin would <br />be a ramp down into the pit. Once the mining had reached the limits of the area to be excavated, e.g. a 10 <br />acre area, mining would be down to an 3:1 slope to avoid reducing the highwall by backfill. Reclamation <br />would then consist of "shingling" in the overburden on the 3:1 pit margins and spreading the topsoil on the <br />replaced overburden, pit floor and the ramped fourth margin of the pit. The size of the stockpile/processing <br />area will remain at 15 acres. Based on this understanding, which must be confirmed in the applicant's <br />response to the Division's adequacy review, the Division will re-estimate a cost of reclamation which <br />should reduce the amount of financial warranty required of the applicant. <br />In addition to the above, agreement on various other adequacy issues were reached on-site.
