The boundaries were not adequately marked, though <br />that is required pursuant to Rule 3.1.12. <br />INSPECTOR'S INITIALS RCO <br />CORRECTIVE ACTION: <br />The operator must determine the correct location of <br />the boundaries and mark them in a manner to <br />adequately delineate them on the ground. <br />This must be completed, and evidence of its <br />completion (such as photos accompanying a letter) <br />must be received by this office by the date shown at <br />right. <br />2. Topsoil has not been and is not being salvaged in a <br />sufficient volume to reclaim according to the <br />approved reclamation plan. Topsoil is not being <br />protected from damages resulting from outside parties <br />mining in the pit. Unstable highwalls are being <br />allowed to damage topsoil. <br />CORRECTIVE ACTION: <br />The operator must begin salvaging a greater quantity <br />of topsoil and/or other suitable growth medium, which <br />may include natural fines or native subsoil. The <br />operator may have to import such additional materials <br />from another permitted site. <br />At such time that a close approximation of the <br />shortfall in topsoil shortfall is known, based on the <br />current reclamation plan, the operator must be able <br />to demonstrate that a sufficient volume is stockpiled <br />onsite, and that the material(s) are suitable for <br />revegetation. <br />Until then, a written commitment to begin such <br />additional salvaging must be received from the <br />operator, by the date shown at right. <br />3.
