III. COMMENTS -COMPLIANCE <br />This was a partial inspection conducted by Jim Burnell of CDMG on Wednesday, May 8. <br />2002. The inspection was accompanied by Henry Barbe of Mountain Coal Company. The <br />weather was overcast and cool. The site was busy, with several trains loading in the last <br />two days. <br />The refuse pile expansion area (RPE) was smoothed and compacted. The lower refuse pile <br />(LRP) top was being utilized as a laydown area for equipment. The slopes of the pile were <br />stable with no erosion. <br />Pond MB-5 was very low, with the level considerably below the discharge pipe. <br />No work had begun yet on the improvements to SAE's approved with technical revision 92. <br />At the Lone Pine substation, reclamation was underway. The plastic pipeline, the electric <br />lines and all the power poles were down from the hill. The corridor through which they were <br />placed looks exceptionally good, with oak brush thigh-high already. This area had <br />experienced "brush-crush" rather than having topsoil removed. Now, with the pipeline and <br />powerline removed, no further recamation will be required. <br />The topsoil pile from the substation looks good.
