III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. Basil <br />Beaz represented the operator. The higher elevations of the mine site were covered in <br />snow. The lower elevations were dry. <br />Facilities <br />The structural demolition at the east mine is neazing completion. A few metal structures <br />or portions of structures remain. The concrete demolition has not started yet. Most of the <br />scrap metal has been taken offsite for salvage. The other scrap material has been buried in <br />pits on the portal bench and on the crusher/screener bench. <br />There were no problems observed at the west mine azea. Due to snow, there has not been <br />any recent reclamation activities at the west mine area. The well field was snow covered <br />but no problems were observed. <br />The operator is removing some of the coal waste at the ROM pile and shipping it out. <br />There were no problems with any of the facilities at the train loadout. There were no <br />leaks at the fuel facility next to the shop and the one near the coal haul truck unloading <br />area. There did not appeaz to be any problems with fugitive dust, although the highway <br />has been stained black by the coal haul truck activities. <br />No problems were observed at the temporary highway coal stockpile. No erosional <br />problems were observed with the temporary reclamation at the site. <br />Roads <br />The mine site roads that were at the higher elevations were covered in snow but were <br />passable. Mine site roads at the moderate elevations were partially snow covered or <br />muddy due to the snowmelt. Mine roads at the lower elevations were relatively dry. <br />Sins and Mazkers <br />Mine ID signs were up at the appropriate locations and contained the correct information. <br />Surface disturbance mazkers were up azound the mine site. <br />
