<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection, based on an aerial flight on February 23, 1999. No <br />problems were observed during the overtlieht. Digital photographs were examined on <br />February 25, 1999. <br />Refuse Pile <br />Additional gob has been placed on the second bench of the gob pile for grading and <br />compaction. There was no coal observed on the bench outslope. No water was ponding <br />on the gob pile surface and no erosional problems were seen on the first bench outslope. <br />There was some white coating on the surface of the second gob pile bench. It was not <br />clear from the photograph whether the material was snow or salt. <br />Roads <br />The gob pile haul road appeared to be in good shape. The main haul road was in <br />excellent shape. <br />Hvdrolog~v <br />There was a moderate amount of ice-covered water in pond C. There was no water in <br />pond D. Pond embankments appeared to be stable. No erosional. gullying was seen on <br />the pond outslopes and inslopes. <br />To°soil <br />There were no signs of gullying at the gob pile topsoil stockpile and the main topsoil <br />stockpile. <br />Slope Stability <br />No signs of slope instability were observed with the main mine site cut and fill slopes. <br />c:\vvp61 \bowie2\insp2996 <br />
