III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of October, 2001. Weather <br />conditions were hazy. <br />Roads: All roads were in good condition with the exception of the access road to the back of the East <br />Pit area. The 100 year diversion ditch was repaired but it appears the access road is no longer passable. <br />Both ponds had water in them but were not discharging. Culverts appear to be functioning as designed. <br />Hydrologic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Comaliance: The mine is under the care of the Four Comers Gravel Pit for reclamation <br />and permitting work. Reclamation work is to commence this year. <br />Excess Spoil and Development Waste :The pile has been seeded but vegetation, other than weeds, <br />appears to be poor at best. It would not be out of the question to consider reseeding the area with the <br />correct seed mix purchased from a reputable source. <br />
