• (Page 2) <br />MINE ID r>` OR PROSPECTING ID aX M-1987-064 <br />INSPECTION DATE 05/30/01 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed as part of the Division's monitoring of Construction Materials 112 permits. The operator <br />was contacted about the inspection, and a time was arranged to meet at the site. The operator named on page one was <br />present throughout the inspection. <br />The required permit ID sign was posted at the entrance to the site. Permit boundary markers were observed along the <br />fencelines on the west side of the processing area and along both river banks to the north. The markers along these banks <br />must be maintained to ensure that gravel bar mining is carried out in the permit area and that any mining-related bank <br />instability can be identified. <br />The banks appeared stable. The west bank is largely riprapped and vegetated. The east bank has newer and more <br />extensive riprap installed (including concrete slabs and placed concrete blocks 8' x 40" x 3' in size) which is not yet well <br />vegetated. The east edge of the process yard is riprapped and bermed to control stormwater and process water runoff. <br />The operator has not formally begun any reclamation yet, such as grading, topsoil placement or seeding. There is some <br />limited grading involved with the streambank stabilization. The processing and stockpile area is approved for apost-mining <br />land use of "commercial-industrial" which carries limited reclamation liability. It mainly involves removal of debris and <br />contaminants, but no structural removal, topsoil placement or revegetation. <br />A small area of bull thistle was observed near the fule storage tanks. The operator must ensure that this infestation is <br />treated and not allowed to spread (since it is located near the topsoil pile, which is sold offsitel. This small area does not <br />yet present a problem in the context of this report. Progress made toward controlling this noxious weed should be reported <br />on the annual report form. <br />The present bond was reviewed in June 1999, with little change to the site since then. The bond is felt to be adequate <br />at this time. <br />The fuel storage area consists of two tanks with about 2200 gallon combined capacity, stably situated in a concrete <br />containment structure. A small amount of soil contamination was observed at the containment area, both at the fueling <br />location (spillage from diesel nozzles) and at the outlet drain at the south end. These areas, though not extensive, do <br />present a future potential for becoming larger if not cleaned up and/or the drainage and fuel handling practices not <br />improved. The condition is not regarded as a problem at this time, but the site may be reinspected at the end of summer <br />2001 to check for clean up of soils and construction of an impermeable outlet sump. The sump must be adequate but may <br />be of the operator's design. The contaminated soils may either be removed from the site to an approved facility or thinly <br />spread on the process area roads to release the volatiles. Waste fluids or unusable fuels now contained in sumps or vessels <br />must not be spread on the ground, but must be siphoned and removed to an approved facility. These items will be <br />monitored later this season. If not handled, clean up costs will be added to the operator's bond amount and the condition <br />will become a problem. <br />The processing area was active at the time of the inspection, but no mining was occurring in the permit area (due to <br />seasonally high river levelsl. <br />No other items were discussed or observed.
