The location of the northeast permit houndanl alony county <br />road number 29 was not marked and couldn't be determined pror:isely. This <br />boundary must be delineated. There is a question as to the rights of the coal <br />lease holder to establish a water monitoriny station in this area. <br />4.03 Roads <br />The primary road, the haul road for the mine, is Routt Countq road number 29. <br />The ditch southwest•of the scaic was 1i11ed with debris. The ditch along the <br />portal hand not been reestaLlisheci but the comuliancc date was set in the July <br />1981 inspection report foz' the time of Lhe reopening o: the mine. <br />9.04 Support facilities <br />It has been determined that the Division has no juristiction over the loadout <br />used by Sunland Coal bccausr_ it is not owned or operated by the permitter or <br />any division thereof. ~Zso the privately o~m ed site is used by many other parties <br />besides this roa1 mine. <br />4.05 Hydrologic Balance <br />In a conversation with David Canning on July 1G, we discussed an enormous <br />rainfall event that had occvrred~at the mine. .7t ~ USG'S monitoriny station <br />south of the mine over 2" was rnensured in only three hours. 11c statod that <br />the sediment control system functi oneJ very well and there I:~as no discha rye tz-om <br />the pond. "During the inspection special care was taken to notice any irregularities <br />in the system.
