Y <br />i <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This partial inspection was conducted by Joe Dudash of the Colorado Division of Minerals and <br />Geology. No one represented the operator during the field inspection. The mine area was somewhat <br />wet from a recent precipitation event. <br />Facilities <br />The longwall at the Bowie No. 2 Mine is in.full operation so there has been a considerable increase in <br />coal haul truck traffic to and from the Vain loadout and the temporary highway coal stockpile. The <br />operator has built up the amount of coal at the highway stockpile to where the coal pile elevation is a <br />little higher than the level of the adjacent highway. <br />There was some coal fines along the highway 133 shoulder.neaz the loadout entrances. A little coal <br />was on the highway near the temporary highway coal stockpile. The operator committed to cleaning <br />these azeas. The coal haul trucks were covered. <br />With the increase in the size of the highway coal stockpile, the operator is implementing the additional <br />fugitive dust requirements outlined in the air emissions permits for that area. A fence has been installed <br />on the east side of the coal stockpile to reduce coal dust going offsite. The operator also recently <br />received a shipment of tacifier, which will be applied to the stockpile. <br />The betm around the fuel facility was functional. A little water was dropping off of the conveyor belt, <br />as the belt comes out of the grizzley apd travels above the facilities road., but did not pose any <br />problem. ' <br />Hvdrologv <br />The pond at the train loadout vas dry. The primary and emergency spillways were functional. The <br />' embankment bin walls appeazed to be stable. The pond at the highway stockpile had water to within 3 <br />feet of the pond top. <br />The upland diversion ditch and culverts at the Vain loadout were functional. Wash water was being <br />discharged from the grizzly into the ditch on the west side of the loadout. This ditch travels south down <br />a half culvert to the Vain track ditch. Instead of flowing eastwazd to the loadout pond, the water was <br />flowing to the west, to a low spot in the train track ditch. Because of the small amount of water <br />involved, this probably was not a problem. A larger flow of water would have flowed east to the pond.. <br />c:\ms97\bowie I \insp0200 <br />
