III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of November, 2001. Weather <br />conditions were sunny. <br />Roads: All main roads were in good condition. Culverts appear to be functioning as designed. <br />Hydrologic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Compliance: The mine is under the care of the Four Comers Gravel Pit for reclamation <br />and permitting work. Reclamation work is to commence this year, however, nothing appears to have been <br />done since Four Corner's assumed reclamation liability. <br />Excess Spoil and Development Waste :The pile remains as it has for several months <br />
