III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion o} observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on January 9, 2001. There were no compliance problems <br />observed during the overflight. The digital images were reviewed on January 12, 2001. There <br />was scattered snow on the ground at the higher elevations. <br />Reclamation <br />Earth moving continues at the west portal. Three dozers, two excavators and two compactors <br />were at the site, although one compactor was down. The contractor has begun earth moving <br />operations on the north side of the bench. Earth moving continues in the other areas of the portal <br />bench. Silt fence is up for sediment control in all of these areas. The topsoil that was stripped off <br />of the upper lift of the west portal bench south-facing slope remains on the bench between the <br />first and second lifts. <br />The metal sheeting on the main office and bathhouse building at the east mine have been <br />removed as part of structure demolition. Structural demolition, as well as temporary storage of <br />material, continues at the crusherlscreener bench. <br />All of the coal has been removed from the highway coal stockpile, in anticipation of future <br />reclamation activities at the site. Sediment control structures are still in place at the site. <br />Hydroloey <br />The pond at the highway coal stockpile held no water, although the bottom appeared to be wet. <br />The pond at the west portal had snow and ice in it, several feet below the primary discharge tube <br />elevation. <br />The rows of silt fence and straw bales were in place at the west mine and the highway coal <br />stockpile areas. <br />Facilities <br />A long string of empty railcars was situated at the train loadout, although the locomotives were <br />absent. Four coal haul trucks were awaiting unloading at the grizzly of the train loadout. There <br />
