ponds, with the exception of the dual culverts that extend underneath the access road on north end of
topsoil stockpile 7 which remains largely filled with sediment, previously found during the Division's
inspection on August 14, 2007.
Pond 1 (large pond, outfa[l 001) -The pond was dry. The embankment and inslopes were in good
condition. The flume needs repair work (see attached photo).
Pond 2 (small pond, outfall 002) -The pond was dry. The embankment and inslopes were in good
condition. The flume was in good repair.
Carbon Junction channel. The reconstructed section of the channel was in good shape with large rock
riprap in place and the two 5 % -foot diameter culverts extending underneath the haul road. Vegetation
debris and sediment has been washed into the channel, but the culverts contained little sediment, indicating
no recent significant flow through the culverts.
Bac~lline and Gradine
Backfilling, grading, topsoil replacement, and seeding appeared to have been completed in all azeas
within the permit area except topsoil stockpiles 4 (north of pond 1), 7 (southeast of pond 2), and 8
(south of pond 1); the two sediment control ponds (1 and 2); vazious ditches; the two sediment basins
that are to be constructed at the base of North Pit in Cazbon Junction Canyon (see page 5-6 of the
reclamation plan); and various boreholes. The base of the North Pit reclaimed slope is contoured to act
as a grass filter for trapping sediment in runoff coming off of the slope where the south half of the
North Pit was approved as a small area exemption in TR-14.
Support Facilities
No problems were found in the Equipment Storage Area at the south end of the permit area where several
large pieces of equipment remain. The equipment includes: 2 hydraulic shovels, 1 drill rig, l dump truck,
4 service trucks, 1 coal dryer, 1 crop disker, 1 automobile, 4 haul trucks, and 12 truck tires. Reclamation
liability for the following items cannot be released until the equipment is removed: a) equipment removal
and b) backfilling and regrading where the equipment is located.
Reve~etation
The areas that were backfilled, graded, topsoiled, seeded, and mulched in summer 2006 developed a
nurse crop of sterile wheat/oat hybrid, a product called Regreen. This nurse crop has since given way to
a good cover of wheat grass in the North Pit area. Other grasses and yellow sweet clover aze abundant
in other parts of the site.
Slides and Damaae
Backfill on the northern edge of North Pit remains severely eroded where runoff from the adjacent
sandstone outcrop reaches the backfill. This erosion has been noted in previous reports. Drainage is
not yet adequately re-established at this location, as the reclaimed slope needs protection from runoff
coming off of the sandstone.
No new gullies have developed in the North Pit area, where erosion occurred in summer 2006.
4
