<br />• (Page 2) • <br />MINH ID # OR PROSPHCTING ID # M-92-017 <br />INSPECTIGN DATH 4-22-98 INSPHCTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a partial inspection of the BLM/West End Gravel Pit, conducted to determine if any <br />changes tiad taken place at the site since the 1-29-97 inspection, which identified several <br />problems that needed to be corrected. In addition, the BLM had stated concerns about the <br />site contamination occurring on site around the asphalt batch plant, which was located <br />partiall}~ on BLM property without BLM authorization. <br />A letter from Montrose County dated May 15, 1997 was submitted .in response to the 1-29-97 <br />inspection. That letter indicated that the Road and Bridge crew was unaware that topsoil <br />could not be stockpiled outside the permit boundary. That letter also indicated that the <br />Road and Bridge Crew was instructed to remove 55 gallon drums from the site, install a <br />sediment control structure, shape up and vegetate the topsoil pile and install more permit <br />boundary markers. <br />This inspection verified that the topsoil pile, located partially outside the permit <br />boundary, had been enlarged and another topsoil stockpile had been constructed that is wholly <br />outside the permit boundary. Neither pile showed signs of vegetation establishment. <br />There dicf not appear to be any improvements in spill containment or sediment control. Drums <br />and other containers of hazardous materials were still located on site without spill <br />containment. The majority of the hazardous materials appear to be associated with the <br />asphalt hot mix plant located near the center of the site. The approved mining plan for this <br />site does not have provisions for this asphalt plant. Therefore, this facility is not <br />authorized to be operated at this location. As stated in the 1-29-97 inspection report, <br />Montrose County will need to submit an application for revision to the permit to include the <br />asphalt plant. <br />Additional permit boundary markers were not noted except on top of the topsoil stockpile <br />where survey markers had been placed. <br />It appeax-s that none of the corrective actions required in the 1-29-97 inspection report have <br />been complied with, other than surveying of the site which verified that mining operations <br />had taken place outside the approved permit boundary. <br />The corrective actions listed in that inspection report are still required and are not <br />reiterated on page three of this report. However, the previously required corrective actions <br />must be r_ompleted within 30 days of receipt of this report, or they may be handled through <br />the enforcement action process. The off-site mining has been identified as a possible <br />violation and a letter indicating this has been sent to the operator.
