<br />(Page 2) <br />MINE ID # OR PROSPECTING ID # K-82-086 <br />INSPECTION DATE 12-6-93 INSPECTOR'S INITIALS ACS <br />OBSERVATIONS <br />Present for this site inspection was Reuben Taylor, who is in the process of purchasing the <br />property from the permittee, James Maxwell. The current reclamation bond for this site ie <br />a Certificate of Deposit in the amount of $8400.00 posted by Ray Watson. <br />Since the time of the last bond reduction for this Bite (a reduction from $18,600.00 to <br />$8,400.00 on 6/5/89), Mr. Taylor has completed additional reclamation in the area where the <br />aggregate plant was set up in the early 1980'e. The reclamation consisted of removing <br />between 1 and 3 feet of crushed aggregate that had built up in the area of the processing <br />plant down to the original ground surface. The area where this work was done ie showing a <br />good stand of several different grasses, and very few weeds. <br />Only the western processing plant shown on the permit maps for this operation has ever been <br />used, the area where the eastern plant was to be located has never been disturbed under this <br />permit. The placer tailings east and south of the plant area were the site of moat of the <br />excavation. Placer tailing removal has left a depression or hole in this area. In the area <br />of the processing plant, three stockpiles of material remain. Two of the etockpilee consist <br />of material that ie marketable ae road base or pipe bedding. Under current Division policy, <br />no reclamation bond would be required to deal with these etockpilee. The third stockpile <br />consists of non-marketable fines from aggregate washing operations. The Division will <br />require that sufficient bond remain in place to reclaim this pile. <br />The logical way to reclaim the pile of non-marketable material, would be to use it to fill <br />in the hole left by excavation of the placer tailings. The distance from the pile to the <br />hole is approximately 1300 feet, and the volume of the pile to be moved ie approximately <br />15,000 cubic yards. The coat to mobilize a CAT 966 Loader to move the pile and the coat of <br />the earthwork ie summarized on the attached sheets. Total coat to reclaim the Bite from its <br />current level of disturbance is estimated to be $8,650.00. <br />No coat is included for re-vegetation of the back-filled mine pit because no vegetation <br />existed there prior to mining (it was a dredge tailing pile) and all of the dirt has been <br />washed out of the back-fill material making it a poor plant growth medium. Removal of the <br />marketable and non-marketable etockpilee to native ground will allow re-vegetation of those <br />small areas currently under the piles. <br />The attached reclamation coat estimate demonstrates that the current $8,400.00 bond ie <br />marginally adequate to complete reclamation of the site. Based on this inspection, and the <br />bond estimate, neither a bond reduction or a bond increase would be appropriate at this time. <br />The Division will maintain and hold the existing warranty. <br />The operator must be aware, that given the amount of bond held by the Division, no further <br />mining related disturbance would be allowed without bringing the bond back up to an operating <br />level.
