r <br /> <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DMG staff from the <br />DMG Durango Office, 701 Camino del Rio, Room 125, Durango, CO 81301, phone (970) 247- <br />5469. <br />Topsoil Stockpile #2, located adjacent to and west of the rock fill area, had been graded to <br />stable slopes and seeded and mulched. Other topsoil stockpiles exhibited an established <br />vegetative cover and were appropriately signed. <br />Sediment Pond 1, located at the far south end of the permit area, was dry. No discharge noted. <br />Pond embankment, inslopes and bottom were well vegetated and appeared stable. <br />Sediment Pond 2, located along the west side of the permit area, was holding water. Water <br />depth was visually estimated at <1'. No discharge noted. Pond embankment, inslopes and <br />bottom were well vegetated and appeared stable. Rock check damns, construction within the <br />sediment containment ditch which directs affected area drainage to Pond 2, were intact and <br />functioning as designed. <br />Road side drainage ditches, culverts and sediment containment ditches were intact and clear. <br />Site appeared stable. Equipment, previously parked near the mine entrance, had been <br />relocated to the equipment storage area located on the south end of the MUA. <br />
