A site inspection was made in <br />etormwater management at the quarry. <br />plan and where the etormwater contro <br />was not present. <br />2. This insgector and Mr. Klco walked up to the upper bench along they highwall for an <br />overview of the proposed etormwater management plan. The current plan as presented by Mr. <br />Klco appears feasible and achievable during the 1996 field season. In order to implement the <br />proposed plan, the operator will need to permit additional acreage, contruct a collection <br />ditch, and construct several containment ponds. These criteria will necesei.tate the operator <br />to submit a new application for a permit amendment. <br />3. I advised Mr. Klco that in order to implement the current SWMP proposal, the operator <br />will need to appear before the Mine Land Reclamation Board at the March 20-21, 1996 Board <br />Meeting and request a change to the November 25, 1995 Board Order. All parties originally <br />noticed for the November, 1995 Formal Public Hearing will also need to Ise re-noticed and <br />given an opportunity to participate at the March, 1996 meeting. The operator will need to <br />address the reasons for not being able to complete the requirements of the order and should <br />express to the Board their desire to submit a new application for etormwater management with <br />revised timeframes for construction of etormwater controls. <br />4. There are a considerable number of pieces of "abandoned" mining equipment near the <br />highwall access road. The equipment did not appear to be functional or mobile. Therefore, <br />I mentioned to Mr. Klco that the operator will need to include the coat of removing this <br />equipment from the Bite during reclamation.
