(Page 2) <br />MINE ID # OR PROSPECTING ID # M-80-149 <br />INSPECTION DATE 7 31 95 INSPECTOR'S INITIALS ACS <br />OBSERVATIONS <br />The Hokestra Pit permit area (Permit No. M-80-149) is broken up into three areas of activity <br />referred to ae the Hokestra #1 Pit, Hokestra #2, and Hokestra Weet. The Hokestra #1 Pit was <br />permitted November 12, 1980, Hokestra #2 was included into the permit area by amendment <br />approved December 14, 1988, and Hokestra West was included into the permit area by amendment <br />approved April 27, 1993. All three areas are east of I-25, and are bounded by St. Vrain <br />Creek on the north, and County Road 24.5 on the south. <br />The northern portion of Hokestra #1 (north of the Last Chance Ditch) has been reclaimed. <br />Grass is becoming eatabliahed on the berme between the ponds and in the area between the <br />ponds and St. Vrain Creek. A number of trees have been planted throughout the site. Don <br />Carroll indicated that a hiking/biking path may be constructed along St. Vrain Creek. The <br />southern portion of Hokestra #1 (south of the Laet Chance Ditch) was the area being mined <br />until recently, when the operator moved to Hokestra Weet ae will be explained below. <br />Hokestra #2 ie the eastern-moat part of the permit area, and is located north of the Laet <br />Chance Ditch. Hokestra #2 ie mined out and is undergoing reclamation. <br />Gravel extraction during 1995 has focussed on the phases of the Hokestra We9t Pit that are <br />located between the I-25 frontage road and the WYCO pipeline alignment. Weld County received <br />approval to mine this area at this time through approval of a technical revision to the <br />permit approved on November 4, 1994. The reason for the push to extract all of the gravel <br />from this area is the proposed widening of I-25 and changes to the Del Camino interchange. <br />Weld County will be removing the gravel, then backfilling and reclaiming the area to be <br />affected by the freeway improvement project. It is the Division's view that removal of the <br />gravel resource prior to this portion of the permit area becoming part of the I-25 right of <br />way, ie an excellent conservation practice. Once that portion of Hokestra Weet that is going <br />to be affected by the freeway project is mined out and backfilled, the operator will resume <br />mining in the south part of Hokestra #1. <br />Adequate topsoil has been stockpiled southeast of the disturbed area to allow for reclamation <br />in accordance with the approved plan. If freshly stockpiled soil will remain in stockpile <br />for more than one growing season, the pile must be stabilized by seeding with perennial <br />grasses. <br />Ground water has been exposed by gravel extraction activities at the Hokestra Pits. Don <br />Carroll stated that Weld County has obtained a gravel pit well permit for these activities, <br />and that a substitute water supply plan has been approved. <br />Wetlands are being affected by activities in Hokestra Weat Pit.
