III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on August 21, 2002 by Mike <br />$oulay of the DMG. Robert Shevling of Seneca Coal Company (SCC) was present during the <br />inspection. It was raining at the time of the inspection and ground conditions were wet <br />throughout the mine site. There was no activity at the site during the inspection. <br />Roads <br />Site conditions were very muddy. Road surfaces were slick and many areas of the mine site <br />could not be accessed. The county road leading to the Pecoco impoundment, and Haul Roads EI <br />and ES were passable. Water was flowing in the ditches along these roadways. Culverts <br />appeazed to be functioning properly, with the exception of Culvert SSA at the entrance to the <br />facilities and shop azea. The inlet to this culvert is partially plugged with sediment and should be <br />sleazed of sediment prior to the next inspection. Anew culvert was installed beneath the <br />entrance to the office during the inspection. It appeazs that this culvert was installed too high to <br />function properly, and runoff from the recent rainstorm was diverting azound the inlet to the <br />culvert. Please re-install this culvert at the level of the existing ditch. <br />Hydrologic Balance <br />Site Sedimentation Ponds 002, 003, and the Pecoco impoundment were inspected. The Pecoco <br />impoundment and Pond 003 were full and dischazging small amounts of clear water. Pond 002 <br />was retaining water but was not dischazging. Ponds 004 and 008 could not be accessed, but were <br />viewed from above on Road E5. No problems were noted at any of the pond locations. <br />Post mine drainage cannel PM-20 has been completed and was inspected. Please continue to <br />ensure that riprap is placed uniformly with no gaps or voids between rocks in all post mine <br />channels being completed at the mine site. <br />Stu Wort Facilities <br />The shop and facilities area had standing water in many locations. The truck wash ponds were <br />both holding water but were not discharging. Please continue to maintain perimeter azeas to <br />ensure that stockpiled yazd scrapings aze not deposited into the perimeter ditch azound the <br />facilities azea. <br />
