Enforcement <br />action forthcoming. <br />OBSERVATIIXVS OF L`~1PORT~~NCr: <br />1. Overburden/topsoil has been stockpiled to the west of the existing pit. Although <br />these stockpiles were probably not actually planted, they seem to be stabilized with the <br />existing vegetation. <br />2. The existing pit is about 30' deep with nearly vertical sides. Extensive material is <br />still available in the pit. The exposed profile shows topsoil/overburden to be up to 2' <br />thick. <br />3. A concrete batch plant is still partially set up in the pit. The pit is obviously used- <br />somewhat sporadically. <br />4. The pit walls will eventually require extensive sloping to be properly laid back when <br />reclamation occurs. <br />5. No annual report for 1980-1981 was turned in to the Division. <br />6. The existing bond of $5,500.00 is probably not sufficient for the existing disturbance. <br /> <br />RE'~''7'TONS: <br />1. Continue to stockpile and save topsoil and stabilize new stockpiles with a perennial <br />grass cover crop. (The Soil Conservation Service can suggest an appropriate grass species.) <br />2. Turn in the annual report for 1980-1981 and note that the next annual report is due <br />in February. The annual fee of $350.00 should accompany each annual report. <br />3. Based on the present disturbance and the planned future disturbance as indicated in <br />the original permit, a bond of $5,500.00 seems too low. Extensive regrading will be <br />necessary as well as respreading of topsoil and seeding. I note that respreading topsoil <br />was not included as a cost of reclamation in the original permit. Typical costs of <br />reclamation of major disturbance are now at least $1,200.00/acre. Please submit a <br />new summary of total reclamation costs based on present disturbance and planned maximum <br />disturbance.
