' ~ ' ~ • RECEIVED <br />Minesite Evaluation Report Narrative <br />JUL 1 C 1954 <br />Colorado Yampa Coal Co. , Eckman Park, Energy 1 & 2'~ D LAND RECLAMATION DIV <br />Inspection Date: 6/15/84 through 6/19/84 ~~~' of Natural Resourt <br />Participants: Jeff Zingo, OSM #246 <br />Sandy Emrich, MLRD <br />Rick Hughs, CYCC <br />David McMindes, CYCC <br />This •das a complete oversight inspection conducted jointly with Sandy <br />Emrich of the Colorado Mined Land Reclamation Division. <br />Item 25 - Two violations were identified as follows: <br />Performance Standard D - Sediment Control Measures - The operator has <br />directed surface drainage into pond F at a location that is <br />approximately 75 feet from the primary discharge pipe and emergency <br />spillway. The short circuiting of this pond has resulted in a delta <br />of sediment that has formed at the mouth of the 3itch that is <br />short-circuiting pond F. The delta has migrated to within 25 feet of <br />the primary discharge pipe. The MLRD issued NOV #C-84-122 for: <br />"Failure to maintain sediment pond F to prevent short circuiting to <br />the extent possible." The MLRD stipulated that the violation be <br />abated on or before June 27, 1984. The enforcement action taken by <br />the MLRD on this violation is appropriate and OSM will not take <br />further action. <br />Performance Standard M - Topsoil Handling - The operator had failed to <br />remove topsoil prior to surface disturbance at four locations as <br />follows: <br />1) Area S1E - Access road subsoils have been placed on undisturbed <br />soils and vegetation, along the south side of the <br />northeastern end of the Area S1E pit at five separate <br />Locations measuring - 100' x ?, 200' x ?, 100' x ?, 100' <br />x ?, and 150' x 7. <br />2) Area 51 - South of Area 51 pit in the main drainage, the operator <br />had mixed spoil and undisturbe3 soils. The size of the <br />area involved cannot be determined because extensive <br />spoil grading had covered the un~9isturbed soils. <br />3) Area 26 - Operator covered topsoil on the dragline deadhead route <br />from Area 10 to Area 26. Subsoils from road <br />construction have been placed on undisturbed soils and <br />vegetation at three locations as folLo•.us: <br />a) 450' x ?' on the west side of deadhead route. <br />b) 50' x ?' on the east side of deadhead route. <br />c) 150' of subsoils (very rocky) mixed with A horizon <br />soils on the west side of the deadhead route. <br />
