Enforcement <br />action forthcoming. <br />OBSERVATIA^IS Or IMPORTANCE: <br />1. Five to 10 feet of vegetation, mostly shrubs and willow, have been left on the north bank <br />of the Colorado River. Cottonwood debris and stumps remain on the perimeter of the stockpile <br />loadout area. The conveyor across the River is in place. The area is gravelled and approx. 30C <br />cu. yds. of material were in stockpiles. A berm of about 3 feet in height, 20 Feet wide, and <br />300 to 400 feet in length is in place along the north bank of the River. (Shots 4-8 clockwise <br />E to W of loadout area.) <br />2. The operation area to the south (across the River) has affected approximately 40 acres. <br />Stage II and the Plant Processing Area, as indicated on Exhibit C map, have been disturbed. <br />{Shots 9-12 clockwise S to W at a pt. on the midsouth boundary of Stage II.) <br />3. Little cottonwood tree removal has occurred to date and few are planned for removal in the <br />future according to Mr. Wingstrom. Topsoil, of indeterminate volume, is stockpiled as a <br />berm along the southern permit boundary of Stage II. <br />4. The mine site is located in a field managed for crops (corn) and possibly pasture. An <br />approximately 100 foot wide strip of vegetation adjacent to the south bank of the River in the <br />Plant/Processing area has been disturbed for approximately 100 to 200 feet along the bank. <br />Garfield County (according to Mr. Singstrom) has requested that the operator maintain a 100 foot <br />vegetated buffer adjacent to the River and that the disturbed area noted above be revegetated. <br />The operator is in the process of complying with the County's request at the time of this <br />inspection. Topsoil is being moved appoximately 100 feet away from the disturbed buffer and <br />placed as a berm. (Shots 13-16-counter clockwise N to E.) <br />RECOMMENDATIONS: <br />1. Revise and update the mining and reclamation timetable; and, clarify the nature and kind <br />of activity occurring at the site, and the extent of each disturbance, in your next annual <br />report/notice of. intent to continue. <br />2. Avoid 3isturbance to lands located within 100 Ft. of the bankfill stage of the Colorado <br />River with the exception of the loadout area on the north bank. <br />3. Illustrate on a map ttre lor_ation and approximate number of cottonwood trees which will <br />not be affected by tiTe operation. <br />4.
